My electric dryers element comes on for a few seconds when the timer is turned to a time/on position even with the door open and the start switch not activated. It then gose back off then a few minutes later it comes back on for a few seconds. The dryer works fine when it gets to the off positions it cuts off and doesn't come on until the timer is moved to on. First questions I have is this normal and if not what could be the problem.

No it is not normal, you should never have heat without the motor/blower running.

There are a couple things that could do this but the most likely is a grounded element. The element has sagged or broken and is touching the case/frame.

Check the heating coil.
Unplug the unit and both wires to the coil.
Check it with a meter, should be around 10 ohms.
Then check from each side of the coil to the case/frame, both should be infinite ohms (open). If not the coil may have sagged or broken and is touching the case.

If you do not have a meter unplug the units and the heater assembly and check it visually. you will probably be able to see the problem with the coil.
