this dryer wont heat its actually a RCA brand but I'm told that GE makes them. i replaced the element but no luck, checked the outlet and it has 220. there is only 120 when i checked the voltage at the heating element itself what could be the cause thanks for any help you can give

With power on, check between thermal fuse, overload thermostat terminals. Any voltage reading indicates a bad control.

Your thermal fuse for the heater is near the top of the heater housing.

when i checked what the schematics called a safety its right next to the thermostat on the heater housing, if i touch the 2 terminals on the safety theres no voltage same with the thermostat, but if i touch a terminal on each of them theres voltage.

Sounds like you have a blown thermal fuse on the upper section of the heater housing. New one comes as a kit with a new overload thermostat which must be replaced at the same time. Before replacing parts, please clean your ducting, clog there caused your fuse to blow

that didn't do it there is a resistor in between the heat selector and the timer if i take it out and hook the 2 wires together it heats but i still don't have 220 at the heaters is the resistor bad.

If you short out the resistor, you will blow out your timer motor. You might have a bad timer. I usually take them apart to check. Just measure across the heavy gauge wires going to it, if open, it's bad.
