This is a old belt drive and I just put on new belts and it seems to not ever get into high gear. The spin cycle seems to be at tops halh the normal speed and then water is still in the tub at the end of cycle.

Check out the pump, it may be obstructed and causing both the spin to be slow and the water to stay in.
