Replaced lower oven element but no heat still. Top element works fine. Seems to be no current flowing to the element. Are there breakers or fuses that might need replacement too? Any other suggestions? Thanks.

Here is the wiring diagram
http://www.servicematters.com/d...0Sheet%20-%209753738.pdf

It does not show a fuse etc. inline with the bake element.

I do not have an operators manual so am assuming that the unit uses both elements during preheat. If that is true then odds are the control board needs replacing as the bake element relay contacts are not closing.

I would check that the wires from the element up to the control are OK first.

If only the bake element is used then it could be the sensor and the unit thinks it is at operating temperature so does not come on.
This is a long shot as the unit would show that it is ready and you did not mention that as part of your symptoms.
