replaced wall outlet and pigtail had heat for about an hour then runs but has no heat have swapped out dryers same problem could it be my breaker in the house

Sounds like it. The breaker is composed of two units, and when one fails the other provides enough power to run the dryer, but not produce heat.
Use a meter to see if you are getting 120v to each side of the connection block, if not, replace the breaker.
