Richard,
If the evaporator is not covered with thin snow and the compressor is hot then most likely there is a restriction in the sealed system. It has to be serviced by a certified technician.
Gene.

Thanks for the response, when I got home from work I decided to plug it back in to recheck everything. When I plug the fridge in both fans come on and the compressor comes on for 8 seconds, goes off for about 2 minutes and than on for 8 seconds, off for 2 minutes, over and over and over. The compressor never runs long enough to even get warm. Maybe last night when I thought it was hot it was because it had been running. My wife told me around 7pm it was making a funny noise and that was when I started checking everything out.

I stopped by an appliance repair shop near work today and the tech told me I needed a starter relay, so I bought one from him, installed it, and I still have the same problem. Is the compressor bad? He also told me $400.00 to replace the compressor, is this correct?
