Freezer reads 0 deg while fridge reads 45 deg. Fan in freezer does not run.

Here are your parts
Replacement parts for Whirlpool ET1PHKXPQ08 REFRIGERATOR | AppliancePartsPros.com

Odds are that the evaporator fan is toast.
It should run whenever the compressor and it's fan are on.

To check measure the voltage across the fan.
If you get 120 volts and the fan does not run it is toast for sure.

Freezer should be 0 to 5 degrees F.
Fresh food should be close to 40 degrees F.

Thank you again for the information. Fridge is around 44 deg. and I suspect with time it may drop another deg. or two.
