From a cold to cool start, my oven igniter will come on but it never ignites the gas. After about 3 to 4 minutes you can begin to smell gas and if you use a direct flame, you can ignite it but it is an extremely small flame (maybe 1/16"). Once you have done this, you can turn the oven off, let it set for a couple of minutes and then turn back on and after 30 to 60 seconds the oven will ignite with a proper flame. This can be repeated any number of times as long as you do not let the interior get too cool. Once the interior gets too cool, it will not ignite on it's own and you must repeate the first step above.
According to the manual, the ignitor must get hot enough to bring the amps down to 2.5 before the gas will begin to flow properly. If this is the case, it is apparently getting close because a very small amount of gas does release. My question is, should I replace the igniter or is my problem something else? Also, the original part number for the igniter was WB13K0021 but this part is now being listed as WB13K21. Will this part fit in my oven as sold or will I have to adapt the connectors with porcelain wire nuts?

The igniter is bad and has to be replaced. No doubts about it. WB13K0021 and WB13K21 are two part number for the same igniter. GE just eliminate zeros after "K". Electrical connections depends of your oven design. If there is a plug then you do not have to do anything else. If there is no plug or the existing plug is different then you have to use porcelain wire nuts. As an option you can use Maytag igniter kit 12400035 which includes a few different plugs as well as a porcelain wire nuts. - The part number for the porcelain wire nuts is AP3440631 Gene.
