I have an electric dryer I can't diagonize the problem. It runs but doesn't heat. Heater checks ok with 11 ohms. Thermal fuse is ok. Thermistor has 11.3 ohms. Thermal cutoff is ok. When I run it there is 115V from each side of heater to ground BUT from side to side there is 0V instead of 230V. Looks like it is getting power to only one side. Can someone help?

Your thermistor is way too low. It should be up around 11,000 ohms not 11 ohms. Be sure to unplug it when measuring it. Lower resistance is higher temperature so perhaps the control board thinks that the dryer is already very hot so does not turn the heater on.

If the above checks out OK.
Check across Heater Return to Heater +V, if you see 240 volts there when the motor is running then you know that the heater relay contacts are not closing.

My mistake, it is 11.3K ohms not 11.3. Traced it down to a faulty breaker that lost power on the one leg:( It was a cheap fix this time :)
