Well I am stumped.

I cannot think of anything that would cause the defrost relay to stutter.
Try forcing a defrost cycle to see if it will actually do a defrost.

Check the defrost thermostat. If it is deformed/bulged replace it.

Check across the control thermostat.
You should have 0 volts across it when the unit is on.

Just to be sure, the control thermostat and defrost thermostat are the same thing correct? The voltage across what I know to be the defrost thermostat is indeed 0 V when the unit is on.

Ok I figured out what the control thermostat was. I tried to test the voltage across the two terminals and the whole thing went up in sparks! Needless to say the relay is fried. I have no idea why this happened. Could this be the reason it is messed up? It's obviously messed up now. Here's a pic:

Yes it could be the cause of your problems.
