The ice maker quit filling up. freezer temp will only go down to 23 degree F. The refrigerator will goes down to 38 degree F. the condenser fan runs constantly. Where should I check first?

The condenser fan is wired in parallel with the compressor so check if the compressor is also running. You can usually hear it. Also you should be able to feel it vibrating.

If the compressor is running, is the evaporator/freezer fan running?
It should be.

If the evaporator fan is running, remove the cover in the freezer so you can inspect the evaporator coils.

If there is just frost in one area (usually where the freon enters the coils) then you have a sealed system problem. This will be an expensive repair as you need a pro and often it makes more sense to put those dollars towards a new unit.
Be sure that the compressor has run for a couple hours because if you check the coils during or shortly after a defrost cycle you may end up with the wrong diagnosis.

If the coils are heavily iced/frosted over to the point that the evaporator fan cannot pull air through them, then you have a defrost problem. This could be the control board, the defrost thermostat or the defrost heater.
