i put the new boards in and the light remained red and no ice. any other thoughts?

Is it blinking now or it's solid?

when the door is open the light on the right blinks twice and then repeates itself, note the light is RED. When I hold the flap closed on the left side it is a solid RED light.

Bruce,

Per your post back in May it was blinking wherever the emitter door was open or closed. Now it does what it suppose to. So, we can assume that optics are fine now.

Is the "on-off" switch in on position?

Make sure the water feeding tube into the ice maker is not frozen. Locate the water inlet valve on the back of the refrigerator. Swap the wires between the green and red (orange) solenoids. Depress the water dispenser lever for a few seconds and check if there is water in the ice maker. Post the results.

P.S. The LED does not change its color for any condition. If it's red then it was made red by the manufacturer.

when I did as you suggested and then pressed the water dispenser on the outside of the ref. water filed the ice tray.

That means there is nothing wrong with the water valve and the problem is that the power to the water valve is not coming from the ice maker. The solution is to replace the ice maker.

i put the new ice maker in and it filled the ice tray with water but it would not eject the ice. I then took the ice maker out again removed the frozen water and reinstalled. The same thing happened, could I have gotten a bad ice maker?
