The blower on my dryer will not start on its own. If i start the dryer and spin the shaft by hand it starts and runs fine. does the motor just need replaced, is it a low start voltage or internal problem that can be repaired?

Looks like the motor start winding has gone bad. You can check the motor and the capacitor with an ohmmeter. Disconnect the wire harness connector from the fan motor terminals. Set the ohmmeter to the R x 1 scale. Touch the ohmmeter test leads to the motor connector pins with the following wire colors: a) Violet and blue wires. The meter should indicate between 26 and 38 Ω. b) Violet and red wires. The meter should indicate between 26 and 38 Ω. c) Blue and red wires. The meter should indicate between 58 and 72 Ω. Disconnect the wire connectors from the motor capacitor terminals. Set the ohmmeter to the R X 10K scale. Touch the ohmmeter test leads to the motor capacitor terminals. The meter should indicate several ohms, and then gradually return towards infinity. - The capacitor Part number: AP3777445

does the dryer need to be on or running while testing?

It should be off and unplugged.
