This front loader will spin at high speed with tub empty or with a light dry load in it.Any weight in the tub no matter how small and it will tumble like its washing than go to a low spin, than back to a tumble. It never goes to high spin.

Interesting problem.

Use this service manual to check the speed control board, and to see if you can put it in a diagnosis mode and generate some error codes. If you cannot find anything else wrong try replacing the speed control board as that is the most likely (but not certain) problem.
