matag washer motor hums but doesent turn. does that mean its shot? also smells like elec. smoke

Does this happen in all cycles? Disconnect the belt and see if the motor runs without a load on it.

not yet but it starts smelling like elec. smoke also and just hums. i checked the ohms on the moter and got a low reading is that bad or what?

If it fails to shut down on it's internal overload, it's missing start current, probably due to a bad timer. You will need a meter to check things.
