My washer will not stop filling up and doesn't agitate--what is the problem

when I turn on a new cycle, water doesnt fill up and keeps dranning...

If the water stops when you turn off the washer, you either have a bad water level switch, or the plastic tube to it is clogged perhaps from sediment in the bottom of the tank. If you have to turn the water valve off in the house to get it to stop, replace the washer water valve.
