I checked for voltage at the control panel have 110 volts. power in and out of the door switch,thermal fuse is good, replaced the control panel and no change where do I look next? thank you

Sounds more like a control board problem than a control panel (keypad) problem to me. It is often a gamble as to which of these is causing the problem. The keypad check procedure is on Page 2center bottom of the tech sheet. Note that it only checks the keys.
