Right front element stays hot. I have to turn breaker off to shut down. Other 3 elements will not get hot.

Here are your parts Parts for Frigidaire GLES389FSB Range - AppliancePartsPros.comSee the attachment for the wiring diagram. I am assuming that the oven works OK. Unplug the unit and check the wiring to the element controls and from them to the terminal strip. If all OK I would disconnect the right front element and see if the other elements now work. If that does nothing disconnect the control/board for that element. Be very careful that the unit is unplugged when working on it and that nothingcan short out when you are testing it. This is a fairly complicated unit and may be best left to a pro. A manual is available for purchase at the following site but is for stand alone units not a slide in unit.
