Top rack will clean dishes bottom rack stays dirty .
The thing that the bottom arm set on is it susposed to turn?

Yes the bottom arm is supposed to turn. Take out rack and see if you can remove arm. Clean arm seat and arm. Maybe food preventing it from turning
