I have a second hand Kenmore washer that suddenly will not stop filling. I have been waiting for it to fill and have turn the water off then manually turn the control knob to the next cycle. Is this a stuck valve or broken valve? It even fills when it's off.

If it is happening when the machine is off then the valves are stuck open. Change them out and that should fix things nicely.
