Washer won't stop filling

I bought a used washer and it won't stop filling when the switch is set to any size load. I have to manually hit the button to stop the washer. It has overfilled on me twice and has flooded the laundry room and some of my kitchen.
I have done all these steps below:
* While filling the washer I unplugged it and the water stopped so it's not the valves.
* Bought a new pressure switch (blew into it and it clicks) and installed it so it's not that
* Took off the hose from the pressure switch to the tub and cleaned out all the gunk that was in it. Put back on
* Filled it up again and had to stop it then let it run through a fill drain/spin cycle till it stopped.
I have no idea on what else it would be that is wrong with it.
Any help would be appreciated!

While the washer is empty, unplug the washer. Open the control panel. Mark the wires connected to the pressure switch for proper reconnection (the Brown wire should be connected to the terminal 15 and the Violet wire should be connected to the terminal 16) and disconnect them.
Using a multimeter check for continuity between terminals 15 and common (Red/Black wire) and 16 and common. It should read continuity on the first pair and no continuity on the second.
If the readings are correct, reconnect the wires, plug the washer and start filling.
After it riches the set level, unplug the washer and repeat the above procedure. Now it should read no continuity on the first pair and continuity on the second.

Post the results.
