Does it drain? Does the motor run when in spin mode? Does the clutch hub rotate while in spin mode?

So, while you are observing the clutch hub spinning, look up into the brake hub. Is the basket drive rotating? Bottom of basket drive consists of the brake shoes and brake spring. If they are rotating but basket is not, then your drive block is suspect. If basket drive is not spinning, then the clutch band is slipping or the brake cam driver is broken.
