My wife smelled something burning while drying a load of laundry so for what ever reason she unplugged the dryer from the 240VAC wall outlet. When she plugged it back up it would not work at all including no light. I can here the timer clicking once set. I checked the input power at the terminal strip (good) checked the thermal fuse dead short (good) checked for a overload protector on the motor not found. I also checked the on off switch which was .o1OHMS on or off with both wires disconnected. I shorted the wires and nothing. Tested door switch (good). Is there a glass or ceramic fuse on the unit?
any ideas please help. Oh yea I moved the unit drum around and one out of two of the heating elements lit up extremly hot and went off. I could not recreate the problem.

Did you check both sides of the line for 120 volts? The light uses one side of the line (120 volts) also the motor. Perhaps you have lost Neutral.

checked for a overload protector on the motor not found
The overload is inside the motor

I also checked the on off switch which was .o1OHMS on or off with both wires disconnected.
By on off switch I assume you mean the Push To Start, with the wires disconnected this does indicate a problem. It should open and close

Is there a glass or ceramic fuse on the unit?
No. Unit only has the one Item 6 in "Base, heater" section

Oh yea I moved the unit drum around and one out of two of the heating elements lit up extremly hot and went off.
From what I see the unit only has one heater.
Looks like you have the 240 volts as you had high heat.
By turning the drum, you turned the motor which closed the centrifugal switches and you had heat. Since the door was open air was not pulled over the heating element hence the extreme heat. You may have blown the thermal fuse or the heater itself.

Is there anything I can jumper first to isulate the component?
The switch I was refuring to is the ON/OFF selector switch to the far left hand side that is showing .01OHMS in the off position.

I think that On/Off switch is for the end of cycle buzzer.

Item 6 is in the parts breakdown at AppliancPartsPros (1st link)
Should be on the heater case.
