Tested element,meter shows continuity. hi limit switch also checks heated and cooled to be good. thermal cut off checks no continuity. part # 3398671 is this the prob to no heat in dryer? thanks Art

Here is the part
Part Details - WHIRLPOOL Thermal cut-off for dryer heating element 360 degrees (includes high-limit thermostat), part number: 279769
Note it comes with a new high limit thermostat.

Yes: this will kill the heat if open.

They sometimes just blow on their own but things to check as possible causes are:
1. Be sure to clean/check your vent system and the blower wheel.
2. Ripped drum seals. If no good air is pulled into the drum here instead of being pulled through the heater assy.
3. Cycling thermostat contacts welded together.
4. Lint filter coated with fabric softener residue.

As you can see most of them have to do with air flow
