The washer will allow Hot water in when on hot cycle. On any other cycle the cold will always come in unless you turn cold water valve off. What is my issue? Second once it is filled the washer does not wash or agitate. it will spin in the rinse cycle and empty. What is that issue? Thanks.

Well initially I would say the problem was with the water selection switch, but given you other problems it sounds more like the control unit. Try changing it out and see if that fixes your problem.
