Here are your parts
Replacement parts for MAYTAG MDE9206AYW Dryer - Ele | AppliancePartsPros.com

Here is a service manual
http://www.servicematters.com/maytag_library/docs/16023086.pdf

First I would check the voltage going into the unit to be sure it is a full 240 volts (L1 to L2)

Next I would check for a grounded element if grounded you would have no control over the heat temperature.
Unplug the unit and both wires to the coil.
Check it with a meter, should be around 12 ohms.
Then check from each side of the coil to the case/frame, both should be infinite ohms (open). If not the coil may have sagged or broken and is touching the case. This can cause it to run and the thermostats cannot regulate it.

Next would be the Temperature Switch.

If all OK then it is probably one of the thermostats.
