Starts to fill for about 10 to 15 sec. and everything shuts off. If you start again same thing happens. Please advice!

This is probably your control board. The control board in this model can be damaged by problems with the wax motors that lock the door and may operate the dispenser assembly,

Here is the service manual. I have to tell you that this is a first generation Neptune and one of the most troubled machines ever built, and this may well be the time for you to replace it.
