Either a bad pump, or bad tub bearings, just check, most probably the pump.

Should I be able to turn the agitator, keep inmind that I still havn't installed new belt. If I cant spin agitator would that mean the trans. is froze up?

I had the same problem. Do be aware that the belt needs to be a cloth covered belt to allow for slippage. If your trany is failed, it will be covered under waranty. If the main berring is failed, it is not. That's per Amana.
