Range top works fine, but oven and broiler will not heat. Control panel indicates that it is already up to temp upon turning on.

It sounds like a problem with the clock/timer (item F20 in secxtion03).

But I would check the oven sensor before replacing the timer.
Below is a link with good info on how to do this.
Look at 7, 8, 20 and 21.

Edit: Fixed

I mis-identified the thermal fuse. Found the correct location, isolated and tested it, appears to have no continuity. Going to look at replacing that and see if it fixes the problem
