Thermador sc302t top oven will not heat

I have a thermador SC302t double oven. the bottom oven will work. The top oven will not heat on convection, bake or broil. I hear a fan.
I checked the oven temp sensor and it read about 1100 ohms.
I checked the hi-limit safety thermostat and it had continuity. I also shorted it and still no heat.
What else could it be?
