Washing machine started to not spin, then the arrow disk behind the knob got off track with the actual cycle. Washed a load this evening and the water did not stop filling the basket and over flowed. All of this happened over a course of 3 days to lead up to the overflow today. Is this a possible timer issue? I have removed the washer timer, but have no clue how to test it or even read a voltage meter. Any help would be greatly appreciated.

When a washer overfills the problem is usually that there is blockage in the tube that runs from the tub to the water level switch. This switch is activated by air pressure, so if it is blocked the switch will not work. So try cleaning out the tube and see if that fixes things.
If it still has a problem you can try replacing the water level switch.
