well, if you dont use the water often, and you do not flush the warm water out, since the first 8 or so ounces can be warm since it is contained on the outside of the unit. After that initial flush of warm water, it should be cold. That is, unless someone previously by passed the water tank inside t he refrigerator. I've gone out on refrigerator repair service calls where that has happened. If it is slow, its possible that the water valve solenoid is not opening up completely, allowing the full flow of water past.
