Temp on the freezer won't go lower than 0 degrees. Refrige side doesn't go below 39 . it will fluctuate and not stay accurate.

What is the make of the refrigerator?

Why do you need the temperature in the freezer bellow 0°F?

Both temperatures you posted are pretty normal, in accordance with FDA regulations.

Very likely the condenser coil needs cleaning. Such refrigerators are very sensitive to the condition of the condenser coils. If you could not locate them, you may want to hire a pro.
