Dispenser lever(?) is pressed down but there is no sounds, no clicks or that sound of water flowing. There was no loss of water presser, it just suddenly stopped.

Number 15 in the picture below is the control bracket. There are little plastic posts that the switches slip over and secure to the bracket. I suspect one of those posts have broken and the bracket will need to be replaced. Let me know what you find.

Is there a special way of removing the water and ice dispenser panel without cracking it?

At the base of the cover (number 19) there should be two small slots. Place a flat screwdriver in those slots and twist to release the cover. A bit of downward pressure on the cover makes that a bit easier. Once loose, it will lift up off the top tabs. You may want to unplug the refrigerator before doing that though, you will expose electrical connections once that cover is off. The control bracket and switches will be visible for inspection once that is off.

Well, I needed to remove two screws, before removing the cover. You were right though, the two plactic prongs holding the black switch(?) were not attached so the switch as hanging. I'm not thrilled because it looks like a whole bunch of things need to be pulled apart to insert the whole plastic piece that holds at the parts. It there a way to glue them back on with crazy glue or another way to affix that piece up there without hindering the mechanism?

Glue will not hold, that bracket will need to be replaced.

OK so what part is that exactly? Also Should I just buy two and believe this will happen again because it is plastic? Oh and many users(including a 3 year old, hey , at least she drinks water) can make them break faster too I am sure.

That bracket is sold as an assembly and comes with the switches and electronic components. Personally, I would attempt to glue the actual switch body and the spacer together to the bracket. Gluing the pins won't help, but you may be able to glue the actual switch. I was not aware of the change, so I would give that a try. If it doesn't work, you are not out anything as it is broken already. The part you need is available below if it does not work.
