The evaporator keeps freezing up. I have replaced the defroster heater unit a couple of times but apparently that is not the problem. What controls the defroster heater unit to keep the evaportor unit defrosted?

If its an older unit it is a timer usually in the back of the fridge section , if newer an adaptive defrost control.Also you need to check the defrost thermostat that is connected in series with the heater.

Defrost is controlled by an adaptive defrost control board (Item 13 in Section 2)
Click on it's picture for more info and a Q&A section on it.

If the defrost thermostat and the heater are OK then the board is probably shot.
