When start running 15-20 second and stop. Motor runing and a heat come on, but stop after 15-20 second, this is doing every position of Cycle Selector . Can't display a diagnostic codes ehter. This dryer 3 and half years old only. This day was power outgage few times for few seconds, and a dryer was run. Can by demage a control board?

If you cannot get the dryer into diagnostic mode, then replacing the control board is the likely solution. Unfortunately you won't know this until you actually spend the money and do it.
