Unit has no power, have checked all items on initial trouble shooting and TEST #6 on Tech sheet, have replaced both electronic assemblies, all sensors are good, thermal fuse good, still nothing lights up. One thing seems not to be normal although the schematic shows 240 on one line. When I measure voltage on L-1 to Neutral I get 40-60v, L-1 to L-2 240V, L-2 to Neutral 240v.

First make sure your meter is operating correctly, then re-test. Your L1 to L2 is the correct voltage, but both L1 and L2 to neutral should be 120v.
If your earlier results check out, unplug the machine and start check for some grounded wires. They are hard to find but that is likely your problem.

Meter is good quality DVM and voltages check correctly if I disconnect the power cord from the dryer and just check it at the cord connectors. I had a feeling that it was something simple, even if it was a little difficult to find. Will try to find the defective ground and let you know. Thanks.
