I'm assuming the top is cooling off.

That is usually caused by the limit switch, which is part of the burner on this model. Below is a picture of a 8" burner, the white device with the rod coming out of it, is the switch I'm referring too. Just using this as a example, I don't know which burner on your range is causing the problem.
