my dishwasher fills with water and runs through the first cycle fine, but then drains the water and doesn't refill and tries to wash through the remaining cycles with no water leaving the soap half dissolved and the dishes still dirty. Any thoughts?

Does it do this in all the selectable cycles?

Yes, it doesn't seem to matter what cycle it is.
