For some reason the washer will not spin, I also notice that part # AP3861916 was melted, I will like to know if this the reason it will not spin.

That will definitely do it.

Go ahead and replace the capacitor, but if it melts again, or if the machine does not start up, post what happens. If it melts you have a serious wiring problem which you have to fix immediately.
