Drain hose for washer is leaking where it connects to the base of the drum. The hose does not have a hole in it. Is there something that is supposed to be on top of that hose to help it seal? Seems to be some sort of orange caulking or something that is peeling off.

I would replace the wire clamp with an adjustable steel one available anywhere.
