I have a maytag gemini electric range. It has a small top oven/toaster/broiler and a regualar sized bottom oven. The lower (bake) element of the upper oven does not work. If I connect the broiler wires to it the element gets hot so the problem is not with the element. Could it be the control board? How do I find out if this is the problem?

After further reading, I am wondering if it could be a fuse or something similar. How can I measure the voltage from the bake switch to the element to see if there is power? If there is no power do I need to replace the control board? It is $222 on this site. A repair man I called said it would cost between $300-500.
