I am installing the 'lower spary arm' in my dishwasher, and following the manual correctly, but when finished, the arm sits somewhat loose. I can not remember how it was before. Just wish to confim that it is correct.

You didnt specify which lower spray arm you were replacing, one is on the very bottom and attached to the motor/pump assembly that is secured normally by one plastic threaded thumb screw and will appear loose because it lifts under pressure during operation. Be sure you put the round plastic washer underneath, and just because its not a complete circle don't assume its broken.
The other lower spray arm is atttached to the bottom of the upper rack and is secured by a snap in place tabs and does feel like it's loose when you spin it, but secure to the rack itself.
