Pulley, motor (w/set screw)

Does this pulley screw onto the shaft or slip on and lock down with the set screw?

It slips on the shaft and tends to stick. The last one I pulled off the bad motor by putting the other end of the motor in a bench vice and loosened it with a pipe wrench. This works even if the set screw is stuck, just breaks it free.
