Basically, the freezer has ice and it fine but there is no air coming out of the little chill zone or holes between the fridge and freezer.
What I know is that the fan for the coils inside is running.
There is ice on the coils inside. When running the diagnostics on the control board, the defroster for the coil functions.
The damper test opens the damper 1/2-3/4 at the most, and then closes completely, and then opens again...no problem, but it never opens 100%. Not sure if its supposed to open all the way or not.
Thermistors (the ones on the damper) both tested out a 2.7 or thereabouts at room temp.
How do i figure out why the fridge is not cold with this info?

It sounds like it may be a problem with your damper. However, when you say that there is ice on the coils, how much ice is it?

This much imgur: the simple image sharerIt's enough that the air and fan change sound when you take the cover off. Not much airflow with that ice in it.

Don't see an ice clog in the pictures. If no air is going to the fridg section, check the air returns for an ice jam. Also, measure the freezer temperature and post.

Really? The lower part of the coil is solid ice from fin to fin. That's normal? If so, then Ill order the damper and try it out. Right now, the fridge is set to 33 and it is 61 in there....but the dampers are completely closed for whatever reason.
The freezer temp according to my thermo probe is 7 degrees. Laying on the coil its well into the negatives.

If the damper will move open and closed, it's probably ok. I would suspect a bad control or the fresh food thermistor.

I guess Ill order a refurb control board then because the thermistor tested out at the right resistance for room temp according to what i read.

I got a new 'damper'. Upon testing, the new one DOES open 100%. I installed it. Its a REALLY tight fit, but it does fit. This morning the temperature in the fridge was 34, the setting it set to 33, so, I guess it is functioning properly now. Im going to monitor for a few days to make sure though.
Thanks for the help!
