SYMPTOMS
Dishwasher does not drain when dialed into that part of the cycle (it has a dial timer) although it does not overflow either, even when I move it manually from one fill cycle to the next to the next skipping everything in between over and over and over again the water level remains very constant about a half of an inch of water at the bottom of the dishwasher. although i know it is filling with water because i can see steam venting out of the door and when you touch the water it is scalding hot.

what makes this problem so difficult for me is two things
1 i know that it is filling with water because i can here it filling and the water is obviously being reintroduced because it will start out cold and the become scalding hot so i know its not the fill valve or at least i'm dismissing it.
2 i can not hear the system drain ,ever, even when i begin the rinse cycle or dry cycle when normally i can obviously hear it draining through the garbage disposal but yet i keep filling with water and i don't see the water level rise in the washer.

The problem was first noticed because of a complaint that the dishwasher detergent pod does not dissolve though a cycle even two three cycles.

The wiper turns and water shoots up out of it.

What I HAVE DONE SO FAR
I have already removed the wiper arm removed some plastic pieces from the inside of it although there is no evidence of where it came from cause nothing appears broken.Removed the trap on the bottom of the dishwasher (inside just so its clear) and cleaned debris off the filter.

The problem still persists
