The old evaporator fan was bad, the pin 1 and 4 were shorted. That was the problem. The new evaporator fan is good as I tested with a 9v battery: the positive is connected to the red and yellow wire of the fan, and negative to the white, the fan runs. The voltage to the fan motor is good: the voltage to red and white is 12v, and to the yellow and white is 10v (should be between 5-17v). The problem is the fan does not run! Is there anything else? The defrost bi-metal works, the evaporator cools and defrosts. The diagnostic test shows two things are wrong: Step 03 result was a red light indicating "Evaporator Fan Moter ON / Improper Speed". Step 05 was also red indicating "VC Compressor OFF, waiting for min off delay". Step 05 does not make sense, since the compressor has a problem, how can the evaporator be cool?

The motor probably gets a variable frequency square wave from the control board and a bias voltage to force the motor to turn in the right direction. I would replace the control board, should fix the problem. Refer to the schematic to confirm the evaporator fan motor wires come from the control board and not some other board.

The motor should get a 12v DC (red-white) to run, and 5-17v DC (yellow-white) to control the speed. This is what I have. There is a blue wire provides feedback to the control. This might be the only thing that explains why the motor does not run, as the motor is good as tested using battery, and the voltage is correct. Any thing else to determine if the motor runs or not? Your motor is probably a six pole induction motor, needs a square wave to run efficiently, portable scope would confirm.

The motor is a 12v DC motor. The following is directly copied from the link provided in previous post:
EVAPORATOR FAN MOTOR The evaporator fan motor is a 12 vdc, variable speed motor. The motor has four wires: • A blue wire provides feedback to monitor the speed of the motor. • A red wire provides a constant 12 vdc. • A yellow wire provides a variable voltage of between 5 vdc and 17 vdc to control the motor speed from 2000 to 3000 rpm. • A white wire provides a common return.

I would be very surprised if this was a permanent magnet dc motor. Again, you probably have a bad control board.

Also I can drive the motor with a battery. I reply like this because otherwise the post will be rejected.

12vDC drives the motor, and 5-17vDC changes the speed.
