What is the temperature in the freezer and refrigerator?

Are the compressor and the fan next to it running?

Here are the break down diagrams and Replacement parts for GE TBX22RLGLAD | AppliancePartsPros.com

The size of the drip pan is good enough to hold such amount of water. Make sure the drain hose on the back of the fridge is not dislodged and the drip pan is not cracked.

Gene.
P.S. There is no heaters in or around the drip pan. Water evaporates because of the hot compressor.
