compressor resistance is 0 between all terminals and infinity to ground all terminals

If the compressor starts and vibrates, then shuts off, if there is still 115 volts to it, you have a bad compressor.

Bought another start device from repair ************. pluged it in and all is fine. Must have been a bad part I got from appliance pros or wrong application. anyway thanks rich for your help

This site has had problems with Maytag replacement parts, probably data problem. You are lucky you didn't burn out the compressor.
