The control panel has gone blank on my oven but the buttons still beep when you touch them and the lights work in each oven. when you press the button to start the oven, it beeps 4 times and nothing further happens. I was able to get it to light up by itself but after a few minutes, it beeped twice and went dark. Is this a main board issue or some sort of fuse on the board that can easily be replaced?

Gene. Now the panel is completely blank and the unit beeps 6 times every 30 minutes or so. I check the transformer and noticed that i have continuity between the two blue wires but nothing across the two red wires. further, i have 124 vac at the red wires at the transformer and about 4.6 vac at the pins of these wires on the control board. I was also getting the error F2 E1 but the ribbon was attached. I disconnected it and tried again, but the same problem occured. nothing happens when i touch any of the buttons either.

"the two red wires" is the primary windings and if it's open then the transformer is bad. Gene, I tested the transformer again and confirmed that the ohm meter "beeps" across the blue wires (continuity) and does nothing across the red wires. I tested the voltage at the primary windings (red) and had 124volts. Would a bad transformer also cause the keypad not to function? The clock will come on every so often and read PF with the time (which is correct) and when i try to clear the PF fault, none of the buttons will work. Could it be a bad transformer as well as a bad keypad? I removed the keypad and didnt see any burnt or broken leads.

Unfortunately there is no way to perform any reliable test for the control board and/or the control panel. According to the information you posted I would replace the transformer and the control panel keeping in mind that the control board can be bad too.

Gene. I'll give it a shot. I will replace the transformer as well as the touch panel. By the way, i keep getting the F2 E1 error even though the ribbon is attached.

Per the tech sheets the cause of the "F2-E1" error code can be a bad control panel as well as a bad control board. Unfortunately there is nothing more accurate in the manufacturer instructions.
Gene.
